2018 Annual Report on Evaluation

2018 was a very productive year for the Independent Evaluation Office (IEO) of UNDP. The 2018 Annual Report on Evaluation is the sixth report in the series and showcases the spectrum of evaluation activities during the past year within the United Nations Development Programme (UNDP), and the associated evaluation units at the United Nations Capital Development Fund (UNCDF) and United Nations Volunteers (UNV).

The report summarizes the work carried out by the IEO, to evaluate UNDP’s work globally and promote a culture of evaluation, transparency and accountability within the organization. The status of IEO’s strategic initiatives and actions implemented by the UNDP senior management based on IEO’s recommendations are also outlined.

The recognition given to organizational learning by the Executive Board and UNDP management has been pivotal in boosting the evaluation function at UNDP. This Annual Report details evaluation achievements and reflects on recent lessons from policy and programmatic activities, towards improving future results for development. These critical independent reflections offer UNDP valuable insights in becoming a more results oriented and evidence-based organization.

ABOUT THE IEO RESOURCES
At UNDP, evaluation is critical in helping countries achieve the simultaneous eradication of poverty and significant reduction of inequalities and exclusion.

The Independent Evaluation Office (IEO) of the United Nations Development Programme (UNDP) reports to the UNDP Executive Board. The IEO is governed by the organization's Evaluation Policy and the UNDP Executive Board is the custodian of the policy. The core function of the IEO is to conduct two types of independent evaluations: thematic and programmatic. The IEO also prepares the Annual Report on Evaluation, sets standards and guidelines on evaluation, monitors compliance on evaluation and shares lessons for improved programming. IEO actively participates in the United Nations Evaluation Group (UNEG) to strengthen coherence, quality and innovation of evaluation across the UN system.
