QUANTUM ENERGY, INC. proposes to develop five 21st Century Energy Centers throughout the Bakken field with each to include 1.) a 20,000 barrel-per-day diesel refinery and 2.) a separate adjacent processing plant to strip the crude of Natural Gas Liquids (NGL’s) for rail safety, barrel value enhancement and the local/regional production of NGL by-products and 3.) each refinery will include the latest CO2 capture technology to reduce emission regulation while providing injection supply of CO2 for enhanced oil recovery (EOR).

Quantum has signed two year Option Agreements with Landowners in Baker, MT, Fairview, MT, Stanley, ND and Berthold, ND for Energy Center refinery sites. The centerpiece of each Energy Center is the 20,000 Barrel per day diesel refinery which is modeled after the recently completed refinery in Dickinson, North Dakota which will produce 7,000 bpd of low sulfur diesel fuel. The western North Dakota and eastern Montana region consumes 75,000 bpd of diesel providing more than enough demand for Quantum’s five proposed Energy Centers.

Refinery Operating Margins Increase as Crude Prices Fall: As the chart indicates, as crude-oil prices remain low, refiners continue to pump out profits.

The drop in crude prices has reduced the refinery cost of goods and has improved refinery operating margins throughout the industry as can be seen from this chart:

table

Each Quantum Energy Center refinery requires a supply of only 20,000 barrels per day of crude oil while North Dakota and the Bakken produces 1,000,000 barrels per day. Crude supply is more than ample for the planned Quantum refineries.

Of the approximately 75,000 barrels of diesel consumed per day in North Dakota and eastern Montana only approximately 30,000 barrels per day are refined in North Dakota with the balance of 45,000 barrels per day being railed or piped out of state. Quantum seeks to refine that diesel gap locally and save that approximately $0.60 per gallon needless shipping cost. Diesel demand is more than ample for the planned Quantum refineries and will be consumed within a 30 mile radius of each.

2.) Recent negotiations on the Fairview, Montana site resulted in an increase in acreage from 144.6 acres to 154 acres as the two Landowners agreed to a six month extension of a key term of the option agreements.
3.) Quantum has signed two year Option Agreements with Landowners in Baker, MT, Fairview, MT, Stanley, ND and Berthold, ND for Energy Center refinery sites and is making progress in firming up relationships with other strategic alliance partners, refinery design teams, engineering firms, major diesel off-take sources and potential funding sources as well as crude supply candidates.
