Panel discussion: Human control over Autonomous Military Technologies

On Wednesday 13 February, the Asser Institute will be hosting a panel discussion on the topic of ‘Human Control over Autonomous Military Technologies’ from 14:30 to 17:00. The event is organised in the context of the new Winter Academy on Artificial Intelligence and International Law, taking place from 11–15 February 2019 and is open upon invitation.

Academic director and member of the board Janne E. Nijman joins the PAX Supervisory Board

Academic director and board member Prof. Dr Janne E. Nijman has been appointed to the Supervisory Board of PAX. PAX, which means peace, works with partners and concerned citizens worldwide to protect civilians from war violence, to end armed conflict and to build just and peaceful societies across the globe.

Counter-terrorism expert Paulussen: “It is an illusion to think that citizenship stripping is effective”

Deprivation of nationality as a counter-terrorism measure is ineffective, says Asser Institute researcher Dr Christophe Paulussen in NRC Next. The Dutch newspaper writes that despite compelling advice from anti-terrorism advisors not to deprive jihadists from their Dutch nationality, successive ministers of the Dutch Justice and Security department have done so. According to NRC, this increasingly leads to tensions between the ministry and organisations in charge of counter-terrorism.

Asser in the press on International Criminal Court’s Gbagbo decision

Asser researcher Dr Marta Bo is quoted by news agencies Agence France-Presse and Agencia EFE on the decision of the International Criminal Court to acquit former Ivory Coast president Laurent Gbagbo. While the prosecution failed to convince the Court that Gbagbo was responsible for the deaths of 3,000 people after losing an election, “one should refrain from basing an opinion about the Court based only on this one decision”, says Bo.

'Bringing critical thinking to power' - New Year's message from Asser's academic director

In her new year's message, academic director Prof. Dr Janne E. Nijman states: "We have to be firmly aware that law maintains as well as contests (power) structures and biases that contribute to these challenges. As a knowledge institute based in The Hague – where (international) law is developed, contested and discussed on a daily basis, we consider it our social responsibility to analyse and discuss these issues. We do so with an acute awareness of the question who is served with an (anticipated) legal measure or judgement, and who is not. Hence our objective: bringing critical thinking to power."

Modern Slavery in our backyard: Dutch shipbuilders, Polish shipyards and North Korean Slaves

A recent report by the Leiden Asia Centre (under the coordination of Prof. Remco Breuker and Imke van Gardingen) showed how workers from North Korea were brought to Poland in order to work in slavery-like conditions for the shipbuilding industry there. In coordination with the researchers, a team of journalists shot the documentary Dollar Heroes on North Korean workers around the globe which will be shown at the end of the event. It will be preceded by a panel discussion on the legal accountability of a Dutch shipbuilding firm which ordered and controlled the construction of ships in the polish shipyards where North-Korean workers were active. Indeed, in November 2018, a North-Korean worker lodged a criminal complaint with the Dutch prosecutor’s office against the Dutch firm. This case raises important questions on the potential criminal liability of corporations for instances of slavery inside their transnational supply chains. More information and registration.

Winter Academy on Artificial Intelligence and International Law

The Winter Academy offers foundational knowledge on key issues at the interface of international law and artificial intelligence, and provides a platform for critical debate and engagement on emerging questions. The programme is structured along five themes: Understanding AI, AI for good, AI and armed conflict, AI and responsibility, and AI governance.

The Winter Academy includes modules addressing both technical and legal aspects, and will alternate theoretical and more practical perspectives. The interactive training features over twenty sessions by high-level speakers and includes panels, workshops, and a mini-hackathon. More information and registration.

Book launch: EU anti-discrimination law beyond gender

On 21 February, the Asser Institute, in cooperation with the Rule of Law Research Programme, Erasmus School of Law, hosts the book launch of "EU Anti-Discrimination Law Beyond Gender", edited by Dr Uladzislau Belavusau and Prof. Kristin Henrard. "The book is a hugely valuable contribution to the existing literature on EU anti-discrimination law and an outstanding piece of scholarly work, providing thought-provoking insights to the way in which the principle of equality applies to race and ethnicity, religion, sexual orientation, age and disability”, says Prof. Koen Lenaerts, President of the Court of Justice of the EU. Two souls in one breast: The international institutional lawyer as scholar and as practitioner

This OXIO Talk, organised by the Asser Institute and Amsterdam Center for International Law (ACIL), aims to reflect on the particularities of the professional identity of the international institutional lawyer – on the challenges this identity entails, the different audiences to which it caters and the sensibilities it fosters. The event will feature an informal conversation between Gabrielle Marceau and Niels Blokker, two prominent scholar-practitioners. Catherine Brölmann serves as moderator. Yearbook of International Humanitarian Law, Volume 20, 2017

The main theme of this volume of the Yearbook of International Humanitarian Law is the development and interpretation of international humanitarian law (IHL). It is elaborated upon in several chapters that examine the role of non-state armed groups in the development and interpretation of IHL, the impact of international criminal law on the development of IHL, the notion of external non-international armed conflicts, and the regulation of prolonged occupation under international law.

The second theme of this volume is dedicated to targeting in armed conflicts. Specific topics include precautions in attack in urban and siege warfare, the targeting of the Islamic State's religious personnel in Iraq and Syria, and the targeting of illicit crops through aerial spraying in Colombia. Besides the chapters that address both themes, this volume also contains a Year in Review describing the most important events and legal developments that took place in 2017.
