President's Message- April 2020

Have you found your "new normal" amidst the Governor's orders to shut schools, close businesses, and stay at home to help stop the spread of COVID-19? From young to old we are navigating through unchartered waters and every family is experiencing change. As a community, we need to support one another and do our part to keep others safe. Please check on your elderly neighbors, offer to pick up items at the grocery store or lend a hand as needed. We will all get through this.

This is the most serious and potentially dangerous situation which most of us have faced, and it requires the exercise of extreme diligence for all of us. Birkdale is an amazing neighborhood with a representative cross-section of society. We include young families with newborns through geriatric ages. Thus, it is incumbent on all of us to be aware of public warnings and notices. If there are elderly neighbors who may need assistance, please reach out to them. Be aware of the mandates to limit gatherings to 10 including possible groups at the gazebos or other areas in Birkdale and maintaining appropriate social distances.

Due to the ongoing situation with COVID-19 and all the related closings and government restrictions, it is necessary to change our BCA schedule indefinitely. First, the May 7 Board Meeting is canceled. If there is any action needed, we will proceed with electronic votes.
Second, the May 9 Yard Sale and Goodwill Collection are canceled. We can not take the liability to sponsor an open event that may endanger people's lives. We are aware that the Birkdale Golf Club has taken steps to limit group gatherings as well. Local officials have canceled many open meetings such as farmer’s markets, and we need to ensure that we are acting appropriately in the public interest.

Spring usually brings a season of joy and fresh beginnings including spring breaks and new landscaping. It is an understatement to try to describe the current situation. With the school closing and the beautiful weather, we find many neighbors, young and old, spending time outside. It is very enjoyable to see the kids riding bikes and older citizens walking, and all of us drivers need to be cautious. Pedestrians need to employ any means possible to make themselves visible.

In recent editions of the Bulletin, we have discussed the separation of responsibilities and authorities between the HOA and the county or state. We have emphasized that the streets in Birkdale are managed by VDOT, not the HOA. Recently, Birkdale resident Jeffery Bolea was concerned about the crumbling pavement in his cul-de-sac. He was advised to consult the VDOT website and report the condition. He did this, and the situation was corrected in a few days. This works extremely well for small areas and potholes. VDOT will take input regarding larger areas, but those conditions will be included in major budget plans. Similarly, there are parking concerns that are not the role of the HOA but belong to the county, generally the police or zoning departments. These include school bus stop areas, on-street parking, RV parking in residential areas, commercial vehicles in residential areas, and junk or unlicensed vehicles either on the street or in visible areas.

April also is the start of the second quarter and quarterly assessments of $101 are now due. As discussed in the treasurer’s report, our collection rate is greatly improving because we have implemented more stringent collection policies. This is not being done to punish anyone. It is being done to be fair to everyone. All of us benefit from the care of our common property and the enforcement of standards so none should be exempt from their payment.
It is now six months until the 2020 Annual Meeting and the election of Board members. Greater participation makes a better association and I encourage persons interested in joining the Board or committees to give it great consideration.

There are several options for paying your assessment. Owners can mail a check to ACS West, Inc. at the address above. Some residents pay online through their banks while others use an electronic assessment payment outlined in your coupon book. Remember, some methods of payment add service fees. Please allow adequate time to ensure that your payment is not late.

Assessments are due on the 1st day of each quarter: January, April, July, and October.


If you have not paid your quarterly assessment, ACS West, Inc. will send out notices that indicate additional fees for late payments. Our community manager follows the BCA Policy for Collections, adopted February 7, 2018, effective April 1, 2018. The Collections Policy is available at www.birkdaleonline.com, under Governing Documents.


There are 10 Birkdale accounts that reflect shortages. A shortage occurs when an owner does not pay the entire assessment that may include late charges. Check with ACS West, Inc. if you have a question regarding your balance.


If a homeowner does not pay assessments after ACS West, Inc. has issued reminders, the delinquent account is referred to Equity Experts. This company, Birkdale Community Association’s collection agency since November 2016, currently is dealing with 18 delinquent accounts that total over $30,000. Equity Experts contacts homeowners and makes efforts to bring accounts current. However, if their efforts are not successful, BCA Board has authorized Equity Experts to file liens and other legal actions, including foreclosures.

Once an account has been referred to our collection agency, Equity Experts, owners must deal with the collection agency, not individual Board Members nor ACS West, Inc., our Community Manager.

Delinquent homeowners pay all collection fees. These charges can be substantial since the collection agency bills for each contact, service and procedure. There is NO CHARGE, however, to our association.

Since November 2016 when Equity Experts became Birkdale’s collection agency, they have dealt with 100 delinquent accounts and have collected nearly $38,000 for our community. Currently, Equity Experts is following 19 delinquent accounts.

Our total delinquency of $29,086, represents 11% of Birkdale’s annual budget. Your Board, ACS West, Inc. and Equity Experts continue to work diligently to resolve delinquencies.


Each homeowner is responsible for notifying our community manager, ACS West, Inc. if there are changes in the names on your deed or billing address if it is different from the Birkdale residence.
Many owners have made changes by adding or deleting owners of record because of marriage, divorce, death, and establishment of trusts. If there is a change in your account information, YOU should notify ACS West, Inc.

Mailbox Maintenance

Mailbox maintenance is the homeowner’s responsibility, and the specific requirements are in the ARC Guidelines.

Be a Good Neighbor

The Chesterfield County Office of Community Enhancements offers several recommendations for being a Good Neighbor and making Great Neighborhoods. In spring and summer, these can take on added emphasis. With our current situation, we are all spending a lot more time at home and we all need to do our part to keep our neighborhood safe for everyone.

Maintain property and home appearance-spring is a great time to power wash your house, stain the deck, spruce up your mailbox (see the ARC report below for paint specs), trim bushes, and add a fresh layer of mulch to your beds.

Pick-up and clean-up including litter, debris, and garbage-remember we require back yard trash pickup in Birkdale.

Control pets and clean-up after them; it’s your responsibility as a pet owner. If you take your pooch for a walk, be sure to bring along a bag. Be respectful of your neighbors' yards and be sure to pick up waste from common areas.

Be mindful of noise situations whether pets, lawn equipment, music.

Respect other's property and space usage by limiting on-street parking- Emergency vehicles need to be able to move through the streets of Birkdale. As the weather warms up, children are out riding bikes and scooters, and may not be seen behind a car parked on the street.

Respect public and common areas and be mindful of regulations The speed limit in Birkdale is 25 mph.

Every resident can be the eyes and ears of the association and the county for many purposes and for the benefit of all. The Association, through the Board of Directors and the Covenants Committee, has the authority to enforce the standards to which we all agreed when purchasing property in Birkdale. These standards and rules may be in the Declarations, Bylaws, Articles of Incorporation, or Architectural Standards and Guidelines. Although there is a recommended form for the submission of a complaint or comment, it can also be done by sending an email to webmaster@birkdaleonline.com. Replies are generally not issued.


Birkdale is a planned community that has a certain authority and responsibility. However, an even greater authority rests with Chesterfield County or Virginia Department of Transportation.

The Chesterfield Department of Community Enhancement’s mission is “Improve the value, quality, and attractiveness of Chesterfield County”. Details of these standards and a complaint form are on their webpage. Access these in this order: www.chesterfield.gov, My Community, Community Enhancement; File a Complaint. Complaint categories are Animals, Business, Code Enforcement, Housing, Litter, and Vehicles. Be aware that issues of personal concern may not be a violation of the county code.

The Virginia Department of Transportation is responsible for the roads in Birkdale including maintenance and snow removal. The VDOT website for reporting problems or filing comments is www.virginiadot.org Regulations concerning Birkdale roads are part of the Chesterfield Code of Ordinances; some are parking regulations and others may be in zoning.



We have a new locally owned landscape company called Nature's Way. They will be working on enhancing the entrances as this is the first thing people notice as they enter our neighborhood.

Please do not drag brush and clippings or debris into the common areas to include the area surrounding the power lines behind Royal Birkdale. Those areas belong to you and to me as property owners.

Do not park on the green spaces in Birkdale. Please use driveways and try to avoid street parking. When you are forced to park on the street, please do not park across from another vehicle. This limits the roadway and does not allow for emergency vehicles to pass through.

NO FIRES are allowed in the neighborhood. Fires require a permit from Chesterfield County. It is not appropriate to burn any vegetation in common areas and cause alarm to nearby homeowners.

New Solar Lighting is Installed

The last payment to Columbia Gas was made in December. We are looking forward to saving money each year.

If residents observe a problem with a solar light such as no light at night, please call Nick Martello at 804-739-7487.


Covenants Committee

The annual neighborhood walk through will occur in late May early June. Last year the most common violations were mailboxes. Now is a great time to spruce things up if needed! Updates from Jason Elmore regarding Chesterfield EMS...

As we continue to follow guidelines from health officials, Chesterfield Fire and EMS will do its part to help prevent the spread of COVID-19 and will continue to monitor updates. With that being said, Chesterfield Fire and EMS personnel will not schedule or participate in non-mission critical activities involving the public such as static displays and public demonstrations, station tours, and other public education/relations events. Typically, during times of crisis, the public is always so supportive of our personnel and our operations. As such, food and other items are often taken to fire stations. While this is always appreciated and enjoyed, this emergency is much different and unique than other major emergencies/disasters that have been experienced. Therefore, while we appreciate the thought and care from our community for our firefighters, we ask that the public not deliver food items to fire stations during the extent of the COVID-19 emergency and refrain from visits/tours at fire stations. Thank you for your patience and understanding during this time. We hope to be able to participate in community/public events soon, when it is deemed safe for everyone.


April Garden Tips from the Gardening Helper

At long last, spring has arrived! (or has it?) As you look out upon your garden, does the nagging question of "where do I even begin" sound familiar?

There is so much to do in every corner of the yard this month that it is difficult to know where to start. In my opinion, the first and foremost thing to do is to stand back for a moment,
and simply enjoy the beauty that Mother Nature has given us....
Listen to the birds as they sing you a spring melody... dream a little...
and then put on the gardening gloves and head out to make your dream garden a reality!

As you begin your quest for the perfect garden, don't overdo it! It's probably been a few months since you gave those muscles and bones a good workout, so start out slowly and avoid that Monday morning backache.

Shrub and Tree Care

There still is time to plant trees and shrubs. However, by the middle of this month it will be a
little late to transplant large trees or shrubs, so do them now. The months of March, April and May are ideal for pruning evergreens.

If you have a Juniper, Cypress or other conifers that need shearing or pruning, this is a good time to accomplish this task. Remove all dead, diseased, and undesirable wood. Prune your Forsythia after it finishes flowering. Broad-leaf and coniferous evergreens benefit most from lightly spreading a high nitrogen fertilizer around their bases.

Caring for Your Annuals, Perennials and Bulbs

April is the month for planting summer flowering bulbs like Dahlias, Gladiolas and Lilies. Mix bulb fertilizer, processed manure and peat moss into the planting soil.Tuberous Begonias and Canna should not be set outdoors until all danger of frost has passed,
so wait until next month.

Plant annual seeds of Asters, Cosmos, Marigolds and Zinnias in the garden.

When all frost danger has passed you can move your stored Fuchsias and Geraniums outdoors.
Trim them back, feed and re-pot if necessary. Water them well.

When they have finished blooming, you should deadhead your spring flowering bulbs. Do not cut off the green foliage yet! These green leaves continue to grow for a few weeks, and provide the bulb with food for flowering next year.

Divide perennials like Day lilies, Delphiniums, Iris, Chrysanthemums, Daisies, and Phlox. The additional plants you create can be traded or given to friends, or moved to a new area of the garden.

Hybrid Tea Roses should be fertilized prior to buds beginning to bloom. Using a systemic fertilizer will help prevent insect infestation later in the summer, as it feeds your rose. Plant new rosebushes before growth starts and buds swell.
If you have a pond or pool you should set aquatic plants any time after the middle of the month.

Fruit and Vegetable Gardens

There is always plenty to do in the vegetable garden! Control weeds and aerate the soil by cultivating between the rows of plants. April is a great time to select and plant fruit trees and berry plants. Fruits and berries do best when planted in full sun.

Plant perennial vegetables like Asparagus, Rhubarb, Horseradish etc.
It's also time to plant Peas, Carrots, Beets, Spinach, Cauliflower, Cabbage, etc. Root crops like Potatoes, radishes, parsnips and onions can be planted at anytime.
Late this month you can plant beans and corn.
Warmer weather crops like Tomatoes, Squash, cucumbers and peppers should not be planted until next month. As your direct-seeded crops sprout, be sure to keep them thinned out to avoid crowding.

Cut out all the dead canes from your Raspberry patch. The new canes that will bear this year's fruit should have new, swollen buds along the edges. Thin these to five canes per foot of row to allow good air circulation and prevent overcrowding.

When danger of frost has passed, uncover strawberry beds and keep them well watered.

April Lawn Care

The application of a spring type of lawn fertilizer should perk up the lawn and improve its over-all color and appearance. If there is moss growing in the lawn, use spring lawn fertilizer that has the moss-killer included, so you can do both jobs in one easy application.

Spring is also a good time to thatch and over-seed the lawn. Thatch buildup can smother your lawn and provide an environment for diseases.
Remove thatch with a brisk raking, or with a de thatching machine.
Over seeding will help fill-in the lawn and deter the re-growth of moss and weeds. Use about one pound of quality grass seed for every 300 square feet of lawn area.
Apply a light compost or soil over the seed to keep it moist and in place.
Aerating the lawn will allow water to penetrate deeper into the lawn soil and reduce the need to water during the dryer months ahead. Use a garden fork and punch holes over the surface of your lawn.

As mowing becomes necessary, be certain that the blade is sharp to prevent tearing the grass tips. (Did you get the mower tuned up and sharpened last fall or late winter?)
Set the blade on your lawnmower to cut the grass at 2 1/2 inches to avoid scalping.
(A mulching blade will eliminate the need to rake or bag the clippings, prevent thatch buildup, and the clippings will provide food for the lawn.)

Caring for Your House Plants
Rotate your house plants so that each side receives it's share of light, for even growth and a balanced shape.

As the sun's rays strengthen, some plants, such as African Violets, may need to be moved away from a south-facing window to avoid leaf scorch.

Spring cleaning of your indoor plants will keep them beautiful and help to avoid diseases.
Remove any spent flowers, dead leaves or branches, or any yellowing leaves.
Rinse the dust from the leaves with the kitchen sprayer. Clean leaves allow the plant to breathe! Pinching back the tips of foliage plants will stimulate new growth and make your plant fuller and bushier.

If you keep a Coleus as a house plant you can still start cuttings for transplant to the garden. Use a sharp clean knife to cut the stem just below a leaf node. Remove the lowest leaves, dip the cut end into a rooting hormone and insert it into some fresh, sterile potting soil. These cuttings will be ready to use as a bright garden accent by early June.

Odds and Ends Around the Garden

It seems that different states can't agree to a universal Arbor Day, but more than likely an Arbor Day exists in your individual state or country, at some point in this month.... Plant a tree!

Although we think of this as a rainy month, it can fool us. Keep transplanted flowers well watered during dry spells. Be sure to take a little time to check the plants in containers and those under the eaves of the house and under tall evergreens to see that they are getting enough water.

If you receive some mail-order plants or can't resist the urge to pick up a few perennials before
you are ready, make a trench and heel them into the ground in a protected area.

Driving around the neighborhood, and visiting a local nursery may give you some great ideas of what you'd like to have blooming in your yard at this time next year. Take a stroll in the woods or the park at least once each season to enjoy a little bit of Mother Natures gardening handiwork!

Remember that whatever you accomplish in the garden now will definitely cut down on yard maintenance later this season!
