SEA PROGRAM – SEA ORDINANCE AMENDMENT

REGIONAL PLANNING COMMISSION PUBLIC HEARING

At a continued public hearing to be held on November 8, 2017, the Los Angeles County Regional Planning Commission will be considering the Significant Ecological Area (SEA) Ordinance amendment project. The SEA Ordinance amendment project is an on-going effort to implement the SEA Program goals and policies outlined within the Los Angeles County 2035 General Plan.

On May 17, 2017, and July 12, 2017 the Commission heard presentations from staff regarding the latest draft SEA Ordinance. At the July 12, 2017 hearing, staff was directed to return with additional requested information and a SEA Implementation Guide.

The staff report for the November 8th public hearing has been posted for public review and can be found by vising: SEA Hearings & Meetings . The staff report provides information requested by the Commission, including the following: response on SEA ordinance applicability for land division projects; SEA permit activity; the SEA review process flowchart; and a new alternative approach for what triggers a discretionary review. Although substantial progress has been made on the draft SEA Implementation Guide, a complete draft is not yet available for public review and the draft table of contents has been included instead.
