President's Message- September 2020

There are many clichés being used to comment on this year 2020. I do not know if any of them are accurate, probably not. So I wish everyone health and wealth and love. Whether we spend time with friends or family, we need to put as much joy in life as we can.

The Board was happy to resume our scheduled meetings in August. The business of the association had been conducted virtually since February and we are glad to report that the association is in good shape. We experienced some unusual activity with electrical and irrigation issues plus some vandalism.

The Board has taken two actions which were affected by Covid-19 restrictions approving the Fall Yard Sale and cancelling the Fall Festival.

The Fall Yard Sale will proceed as planned on October 3rd from 8:00 AM to noon. With all the stored treasures to be brought out, this should be an exciting day. Goodwill will again provide a truck in the Spring Run Elementary School parking lot. Collington has also scheduled a Yard Sale for this day and advertisements will be placed in local media.

The Fall Festival has been cancelled. Current Covid guidelines limit gatherings to 250 people, require social distancing, and require frequent cleaning of commonly used devices. We do not feel we can conduct the Festival under these conditions.

Looking forward to October also leads to the Association Annual Meeting and the election of new directors. There are two seats open for election and a third vacancy exists due to a resignation. Anyone interested in being on the Board may submit your name to our manager, Lee Ann King. There will be more formal information provided shortly in compliance with the Bylaws.

ASSESSMENTS

Did you send in your 3rd quarter assessment? A total of 42 residents have not yet paid the July 1st assessment. Please remember that late charges and fees are added to these accounts. Your 4th quarter assessment is due October 1, 2020.

Your Birkdale Community Association Board sincerely appreciates homeowners who pay their assessments in a timely way. Birkdale’s annual assessment continues to be the same as in past years; $101 per quarter or $404 per year.

COVID-19 SITUATION

The BCA Board recognizes that we continue to experience an unusual situation with Covid-19. The BCA Board adopted the recommendations of Community Associations Institute, a national organization supporting community associations such as ours. The adjustment to our collections policy is as follows:

1. The third quarterly assessment was due on July 1, 2020 and the fourth quarterly payment is due on October 1, 2020.
2. Residents experiencing financial difficulty due to Covid-19, should immediately contact the association manager identified below to discuss a payment plan.
3. Late fees and penalties will not be assessed if such notice is given and a payment plan is agreed to.

PAYMENT OPTIONS

There are several options for paying your assessment. Assessments are due on the 1st day of each quarter: January, April, July, and October. Owners can mail a check to ACS West, Inc. at the address above. Some residents pay online through their banks while others use an electronic assessment payment outlined in your coupon book. Remember, some methods of payment add service fees. Please allow adequate time to ensure that your payment is not late.

COLLECTION AGENCY

If quarterly assessments are not paid, ACS West, Inc. sends out reminder notices to owners. However, if their efforts are not successful, the BCA Board has authorized Equity Experts to file liens and other legal actions, including foreclosures, in the Chesterfield County Courts.

Currently Equity Experts is following 20 accounts. Once an account has been referred to Equity Experts, owners must deal with the collection agency, not individual Board Members nor ACS West, Inc., our Community Manager.

Delinquent homeowners pay all collection fees. These charges can be substantial since the collection agency bills for each contact, service and procedure. There is NO CHARGE, however, to our association.

News from the Architectural Review Committee

August has a been an extremely wet month here in Birkdale. There seems to be rain in the forecast everyday with the potential for a hurricane at the end of the month.

Many houses in Birkdale are having their roofs being replaced due to age or damage of some sort. The ARC committee would like homeowners to send in a request for their roof replacement (no signatures required) so that information can be put in their community folder for resale purposes.

Another potential problem we have noticed is that homeowners are not keeping up with their grass cutting due to all the rain that we have had in the past.

The ARC committee asks that you keep your property well-manicured to enhance the beauty of the neighborhood. Thank you.

Mailbox Maintenance

Mailbox maintenance is the homeowner’s responsibility, and the specific requirements are in the ARC Guidelines.

When painting your mailbox, Lowe’s on Hull Street has the equivalent paint color as Benjamin Moore which is Lowe's - Valspar, Quart, 372, Birkdale Vanilla Cookie, Exterior Satin, Duramax, 105-1, 107-1, 214-2.5.

For your metal mailbox, Cottage Red Benjamin Moore is available at Virginia Paint and can also be mixed at Lowes.

▪ NO FIRES whatsoever. Fires require a permit from Chesterfield County. It is not appropriate to burn any vegetation in common areas and cause alarm to nearby homeowners.

Covenants Committee


Feedback and follow-up from the Annual Inspection continues. Many violations are being cleared or residents are informing the association of plans to correct the situations in the near future. Unfortunately, there are still some who have not taken any positive steps. Under the Complaint Resolution Procedure, the next step will be to conduct a hearing on each of these. If necessary, fines can be assessed at $10 per day while the violation continues. This is the extreme step, but it is necessary to maintain the quality of our neighborhood.

This month we celebrate "Luke" who is owned by Mark and Judy Rocawich. Luke lives at 8609 Royal Birkdale Dr. He is a rescued Labrador mix and loves walking throughout Birkdale’s neighborhood. He celebrated his 5th birthday in this photo. What a Cutie!

Birkdale's Semi- Annual Yard Sale October 3rd from 8-12 pm

Saturday, October 3rd is Birkdale's Semi-Annual Fall Yard Sale. Now is the time to start cleaning out your garage and attics and preparing. A Good Will truck will be available for any leftovers at Spring Run Elementary School from 10-2pm. Collington will also be hosting their Fall Yard Sale this weekend so together we will draw more traffic. Advertising will be placed in local media.

Holiday Decorations- Volunteer Still Needed

Are you willing to lead the Holiday Decorations project for Birkdale? It involves organizing other volunteers to hang the wreaths on signposts after Thanksgiving and then to remove them after January 1st. Virtual School Starts Sept 8th!

Students in Chesterfield will be starting the year virtually this fall. Continue to be aware as you drive through the neighborhood as students will be out and about throughout the day taking required activity breaks. As always please slow down when driving through the neighborhood in the evenings as children will be out riding bikes and playing. Please avoid parking in the streets as it blocks the view and affects the safety of everyone.
