It's Back to School Time!

President's Message- September 2019

WOW, where did summer go? It has been a very severe season weather-wise, bringing a lot of stress to our induvial properties and the common areas as well. But, it seems to have flown by so quickly. Now as we reflect on the summer, we can look forward to Fall and all that it brings.

At the August Board meeting, several significant actions were taken. The Board approved the installation of a new gazebo in the Avalon area at Killarney Circle. That has been done, and it is a great addition to the area. Painting and landscaping will be done at the appropriate time to complete the project. Second, the Board approved the building of a new storage shed. This will be done in early September and will enable the Board and the committees to better manage several activities. Third, the Board decided to conduct an evaluation of new solar-powered street lights. The existing gas lights require quite a lot of maintenance due to the sensitivity of the valves, mantles, and igniters. A sample light has been installed at the corner of Houghton St. and Houghton Ct. for evaluation. Board discussion will take place during the September 17th meeting. The gazebo is an enhancement to the community. The other projects are enhancements and provide long term cost savings.

First of the Fall activities is BACK TO SCHOOL. Many of us are not directly affected by this; but as we see the buses traveling through the neighborhood, we must become more alert and aware of the children waiting for or getting off the buses. We also have to watch for parents crowding around the bus stops and intersections creating sight problems. And parents, you need to be aware of the hazards you are creating, often for your own children. This is a matter for all of us to join in. Speeding along Royal Birkdale Dr. and Spyglass Hill Cir. or passing school buses cannot be tolerated. We will call the police.

Second in the Fall comes prepping our lawns for another season. September is a critical month for lawns and shrubbery. There will be messages from the Master Gardeners to guide us.
For the management of the association, September and October are critical. In September, we begin the budget process, and In October we have our Annual Meeting at which the Board of Directors is elected. Nominations are being solicited. I encourage everyone to get more involved in the affairs of the association whether as a member of the Board or one of our standing committees. Attending and participating in Board meetings may be a good start for you.

October also brings two very popular events in Birkdale. The Yard Sale and the Fall Festival. The Yard Sale will be on Saturday, October 5th. We will again have the Goodwill truck at Spring Run Elementary School, but this is not the competitive event to produce revenue for the PTA. The Fall Festival will be Sunday, October 6th at the golf club parking lot. More details will be forthcoming on these events but please mark your calendar.

Is your account current? Currently, there are 51 delinquent accounts. Of those, 13 accounts owe $20 or less.

Additional fees and late charges apply if your payment is late. Once an account has been referred to our collection agency, Equity Experts, residents must deal with the collection agency, not individual Board Members nor ACS West, our Community Manager.

COLLECTION AGENCY

Equity Experts, the collection agency for the Birkdale Community Association since November 2016, currently is handling 12 delinquent accounts. Following the Birkdale Community Associations Collections Policy, 10 additional delinquent accounts are being forwarded to Equity Experts. There is NO CHARGE to our community since the delinquent homeowners pay all collection fees. These charges can be substantial!

BUDGET MEETING

The BCA Board will meet on Tuesday, September 17, 2019, 6:00 PM, at the Birkdale Golf Club to discuss Birkdale’s 2020 budget. Residents are encouraged to attend.

Mailbox Maintenance

SPECIAL ANNOUNCEMENT
In August, we said good-bye to Pat Faivre who has been our primary resource for mailbox maintenance. We are pleased to announce that another Birkdale resident has stepped up to provide the service. He is Larry Marko. To contact Larry use his email address Larry@mailboxman.org or call 804-399-6013. As it was with Pat, this is a private activity which is not a part of Birkdale Community Association, but we are happy to have this resource. Mailbox maintenance is the homeowner’s responsibility, and the specific requirements are in the ARC Guidelines.

When painting your mailbox, Lowe’s on Hull Street has the equivalent paint color as Benjamin Moore which is Lowe's - Valspar, Quart, 372, Birkdale Vanilla Cookie, Exterior Satin, Duramax, 105-1, 107-1, 214-2.5.

For your metal mailbox, Cottage Red Benjamin Moore is available at Virginia Paint and can also be mixed at Lowes.

▪ Do not park on the green spaces in Birkdale.
▪ NO FIRES whatsoever. Fires require a permit from Chesterfield County. It is not appropriate to burn any vegetation in common areas and cause alarm to nearby homeowners.

Covenants Committee


The Covenants Committee is pleased to report that only a few violations from the inspection remain unresolved. Some which are more involved are being addressed over time, but are being addressed. In accordance with the Complaint Resolution procedure, these violations will be escalated and assessing of fines may begin. Every resident should be aware of these procedures and the authority of the Board to enforce the covenants, especially the ARC Standards.

Schools Starts Sept 3rd!

Please be on the lookout for children at bus stops throughout the community in the mornings and afternoons. Slow down when driving through the neighborhood in the evenings as children will be out riding bikes and playing. Please avoid parking in the streets as it blocks the view and affects the safety of everyone.

Here is the 2019-2020 School Calendar. New this fall -students who are entering kindergarten, starting middle or high school will have a different start date than the general population. This change is to help with the transition to a new school. See the 2nd page of the calendar below for details.
